| Research Abstract |
本研究では,2007年石川県能登半島地震における輪島市の対応および2007年新潟県中越沖地震における柏崎市の対応を事例として,GISを基盤とした空間参照型の被災者台帳の構築を行なった.構築にあたり,平常業務で活用される台帳と災害発生後に対応の中で構築される台帳を組み合わせ,必要な要件を設計するとともに,台帳を活用するための支援システムを開発した.このシステムを活用し,実務者が運用する業務モデルを構築するとともに,インストラクショナルデザインの枠組みに基づいた教材・環境の整備を行なった.
