Research Abstract

本研究は、周辺的政策制度の持続メカニズムを政策過程論の視座から解明することを目的として、日本の児童福祉政策を事例として分析を行った。具体的な事例として1980年代から2000年代までの児童手当制度や保育所制度の政策過程を取り上げ、それらにおける言説政治や資源動員に着目しながら分析した。その結果、厚生官僚の言説戦略や資源動員戦略が周辺的な政策制度の持続を可能にしてきたことを明らかにした。
