Outline of Research at the Start

移民は居住年数の経過とともに上昇移動していくとされてきたが、すべての集団がそれに該当するわけではない。なぜこうした事態が生じるのか。これは単なる例外ではなく、人的資本論が前提とする完全市場が移民労働には妥当しないがゆえのことと考えた方がよい。移民と同化仮説が想定する人的資本決定論は、暗黙裡に移民国たる米国の状況を前提としており、実際には人的資本を無効化するような労働市場も想定する必要があるのではないか。そこで本研究では、すでに持つ日本のデータと比較するべく、イタリアのペルー人労働者を対象とした調査を行い、上昇移動を阻む要因を解明する。

Outline of Annual Research Achievements

本年度は、２０２３年７～９月、２０２４年２月にイタリア・ミラノ市において調査を行った。この間、３６１人（ペルー人３５９名、コロンビア人２名）のペルー移民に聞き取り調査を行った。プロジェクト期間全体で８５０人（うちペルー人８４４名）に聞き取りを行っており、申請時の目標（４００人）を大幅に上回る人数にインタビューを行うことができた。コロナ禍により２０２０年度、２０２１年度の前半は海外調査ができなかったことを考えると、想定外といってもよいくらい効率よく調査ができたことになる。これでデータが出そろったため、２０２４年６月の関東社会学会において、「イタリアのペルー移民」という統一タイトルのもとで、樋口（ペルーでの階級的出自とイタリアでの階級的編入）、稲葉（在留資格を得たことに影響）が１本ずつ報告する予定。これらは最重要な知見を速報的にまとめたものだが、もう１点重要な知見として、住み込み介護労働の評価がある。住み込み介護労働は、在留資格のない移民にとってもっとも多くの送金が可能な仕事だが、(1)待遇が上がらないDead-end jobである、(2)住み込み介護が必要な高齢者の場合、半年から２年程度で死亡するため仕事が安定しているとはいえない、という問題がある。
イタリア調査のほかに、日伊比較に必要な知見のまとめとして以下を行った。(1)在日ペルー人の職業の推移について樋口がデータ分析をまとめ、(2)在留資格がないペルー人の状況について稲葉が知見をまとめ、『ペルーから日本へのデカセギ30年史』に執筆した。(2)移民受入れに対する態度、政策、排外主義に関する比較の土台として日本の状況をまとめ、樋口が3本の論文を執筆した。
