| Outline of Research at the Start |
本研究の目的は、近代日本における義務教育制度確立期の民衆の就学観と就学行動等の地域的基盤を明らかにすることである。そのため府県・郡市町村の就学政策を解明しその史実から民衆の「学校は行かせるところ」「学校に行きたい」という観念の形成過程を明らかにすることにある。公教育発足期は、教育と福祉が未分化な状況の中で各府県は就学への多様な政策展開を実現してきた。今日、教育的ニーズの多様性に対応する義務教育のあり方が問われる中、歴史研究はその根拠を明らかにすることが求められている。本研究の目的は、こうしたアクチュアリティの要請に対応することでもある。

| Academic Significance and Societal Importance of the Research Achievements |
近代日本における義務教育制度成立は、明治政府による1900(明治33)年の第三次小学校令によって成立した、という通説がある。そうした通説に対し、1870年代の就学告諭発布以来の府県及び地域指導者たちの独自の役割を明らかにした。
現代日本において、学校存立の地域的基盤が問われている。学校と地域との関係も問い直されている。そうした中で改めて地域に視点を当て、地域の歴史的役割を解明した意味は大きい。
