Outline of Research at the Start

本研究は，アダム・スミスの基本思想が，『法学講義』における自由放任原則と小さな政府論から『国富論』における政府介入原則と大きな政府論へ転換したことについて考察し，この転換の主要内容と転換の理由および意義について明らかにする。

Outline of Annual Research Achievements

本年度は、アダム・スミスを福祉国家思想の先駆者という観点から考察した。一般にスミスは自由放任や小さな政府を主張した自由主義の経済学者とみなされている。たしかに若い頃のスミスは『法学講義』や『国富論草稿』に示されているように自由放任一元論を主張していた。しかしスミスはその後さまざまな経験と思索を重ねる中で思想を進化させていき、『国富論』に示されている成熟した思想は自由放任と政府介入が並存する二元論となっている。
本研究はスミスがしだいに政府介入を支持するようになった主要な理由として、次の3点を考察している。第1にスミスは、1760～70年代の金融危機を経験して、金融市場には見えざる手が存在せず政府による自然的自由の規制が必要と考えるようになった（小額銀行券の発行禁止、高利禁止など）。第2にスミスは、労働者階級が分業によって単純作業に特化した結果として知的・公共的能力を衰退させている状況を深く危惧して、その対策として初等教育（小学校）に対する公的支援を提案している。第3にスミスは、初期の不平等容認論からしだいに平等主義へ思想的に進化していき、『国富論』では富者に対するさまざまな累進税を支持している。
このようなスミスの思想は、現代の福祉国家の思想的先駆とみなすことができるであろう。というのは、現代の多くの福祉国家では、（1）金融規制による金融安定化、(2)低所得者の教育負担への公的支援を通じた教育の機会均等の実現、(3)累進的税制を通じた所得再分配、を実施しているからである。
