| Outline of Research at the Start |
「学校外教育（ノンフォーマル教育）」は、既存の公教育システムから零れ落ちた人を対象にした学びの空間であり、その空間には既存の公教育システムとは異なる、学習システムがある。この学習システムは、誰もが零れ落ちることがない公教育システムを構築するうえで欠かせないヒントとなる。とはいえ、現在の研究では学校外教育の学習効果を測定する研究に加え、学習方法と学習効果を結合させて測定する方法がない。これをするために本研究では、ケイパビリティ・アプローチを応用し、「学校外教育」において蓄積されてきた学習システムの効果を測定し、抽出された効果的な教育・学習方法に基づいて新たな公教育システムを考案する。

| Outline of Final Research Achievements |
This study revealed that legally recognized schools alone cannot guarantee educational opportunities.For example, these include children who do not attend school, children with foreign roots, and people beyond their age range.Those who study there are guaranteed ``full'' educational opportunities.

| Academic Significance and Societal Importance of the Research Achievements |
本研究の調査結果は、公教育システムの制度的再編を進めるうえでの貴重な知見となる。またそれは単なる学校という入れ物の制度改変でなく、学びの場としての学校において「生きた学び（真正な学び）」とはどういうものであるのか、という観点からの制度改変に寄与するものとなるだろう。とりわけ不登校児童生徒や学齢超過者への教育機会の保障を明文化した「教育機会確保法」のいっそうの見直しや、それに伴う制度改変を進めるうえの有用な思料となり得る。外国人労働者の受け入れに伴い、外国ルーツの子どもがいっそう増えてくることが予想されるが、そうした子どもと親への初期対応を含めた教育機会の保障においても、貴重な知見を提供する。
