Outline of Research at the Start

今日、武力紛争は場所を選ばずに起きている。国連サミットで採択された持続可能な開発目標（SDGs）は、持続的な平和構築に教育が果たす役割に期待している。本研究では、武力紛争に影響を受ける社会で実施されている平和教育の思想背景、カリキュラム構造、実践とその効果を整理・分析することで、持続的な多文化共生を促す教育についての政策的示唆を導き出す。具体的には、体系的なデスクレビューおよび多様な地域・コンテクストを踏まえて選んだ複数の事例研究を行う。研究対象は、平和教育の主たる場であり、創造的実践が可能でかつ地域社会に根差したノンフォーマル教育とする。

Outline of Annual Research Achievements

今年度は、ボスニア・ヘェルツェゴビナ国にて３週間現地調査を行った。対象は、平和教育を学校で実践するためのノンフォーマル教員研修プログラムである。非政府組織や国際機関によるノンフォーマルな実践では、非民主的な政治の制約やしがらみにとらわれない、創造的な取り組みがある。非国家アクターによる実践の分析から得られる知見は、公教育の在り方にも示唆を与えうる。

現地調査では、参加者への聞き取りを行い、ノンフォーマル教員研修の実践と課題、学校教育へのインパクトを明らかにした。計11名の研修参加者および1名のトレーナーに対して対面かオンラインで個別面接を行い、データを得た。面接対象者への質問内容は、先行研究レビューと事業運営者および関係者への聞き取りを基に策定した。本研修は、現地の市民団体によって実施されている。紛争で対立した異民族間の融和を促すために、研修はLipman（2003)が提唱する教育の4要素（批判的思考、創造性、協働、共感）を重視している。本研究では、Lipmanの探索的学びとそれを支える4つの要素がボスニアの平和構築に不可欠であるとの認識から、収集したデータをLipmanのフレームワークを使用して分析した。

調査結果の分析により、以下の3つのことが明らかになった。第一に、公教育の現場では稀なインターアクティブな指導法を学んでいること、第二に、NFPEが、公教育の場では接点が無い異民族・異宗教の教員同士の交流の場となっていること、第三に、NFPEは平和教育の実践に前向きな教員の後押しをする役割を果たしていることがわかった。特に前者の二つは、批判的思考や多文化環境での協働・共感を生むことにつながっていると考えられる。一方で、創造性がどれだけ研修で扱われているかは不明であり、持続的な研修のフォローが計画されていないことも課題として明らかになった。

コロナ禍を経て修正を行った研究計画に沿い、2023年度の予備調査を経て、24年度は現地で本調査を行うことが出来た。

Strategy for Future Research Activity

研究最終年度では、23年度の調査を基に論文執筆を進め、国内外の学会で研究発表を行う。また研究初年度からの研究活動で得たデータも活用して執筆・発刊した英語の書籍（単著）の発信を学会のブックトーク等で行う。
