| Outline of Research at the Start |
先進国の「支援者」が発展途上国の「被支援者」に防災教育を行い、防災知識・技術を伝える国際的な防災教育支援がある。しかし、先行研究やフィールド調査から、知識・技術が「被支援者」に定着しないという課題が挙げられた。本研究では、支援者と被支援者との間の文化差、すなわち災害観の差異が、知識・技術の定着を阻害しているとの仮説に立って、支援者と被支援者との間の災害観の差異を理論的に位置づけるツールを提示し、同ツールに基づいた防災教育プログラムの開発を行う。さらに、応募者を支援者とする国際的な防災教育のアクションリサーチを実践し、同ツールの有効性を考察する。

| Outline of Final Research Achievements |
In response to the challenge of ensuring that disaster risk reduction knowledge and skills take root among beneficiaries, the study examined the differences in views on disasters between supporters and beneficiaries by utilizing the concepts of risk and danger. The study also demonstrated theoretically that disaster risk reduction education is not universally applicable across all societies, but rather that practices should be tailored to each society's inherent way of thinking. Additionally, the cultural tuning of educational material developed in Japan for use in Mexico and El Salvador confirmed that these materials were utilized continuously by beneficiaries. Insights gained from this research were shared at international symposiums and applied to the development of disaster education programs targeting foreign residents and Japanese citizens in Japan.

| Academic Significance and Societal Importance of the Research Achievements |
支援者と被支援者との間の文化差に注目し、国際支援の効果を高めるための議論はこれまでにも多くなされてきたが、文化差を調整するための理論的なフレームワークや、実際の定着に関する成果は十分に示されてこなかった。本研究は、リスク論を用いることによって、防災教育という営みが十分に効果を発揮しない思考法を持つ社会があることを理論的に説明するとともに、そうした社会での防災実践のあり方について提案を行った。さらに、カルチュラル・チューニング実践によって、防災教育教材が継続的に使用され3000人超の幼児・児童の教育に活用されたことなどを確認した。また、ここでの知見を日本における防災教育の推進にも活用した。
