Outline of Research at the Start

人類が過去100年余りの間に培ってきた水ガバナンスの概念がどのように形成されてきたのか、それが未来の人類にとってどのような意味があるのかを探る。特に、法律、倫理、政策、草の根・権利運動、科学が形成過程に与えてきた過程を明らかにし、何が求心力となって多分野の融合に至ったのかを調査する。また、自然の権利という視点からグローバル化する水ガバナンスの将来性とヴィジョンを展望する。

Outline of Annual Research Achievements

昨年度は、海外出張が可能になったことで、カナダとオーストラリアの公文書館で資料を収集し、研究者との交流を行なった。具体的には、７月にカナダにあるInternational Joint Commission（IJC）のコミッショナー全員とインターネット会議を行い、本研究課題について意見交換を行なった。８月終盤に同組織の本部（オタワ）を訪れ、研究部のディレクターであるGlenn Benoy氏や行政のトップと対面で意見交換を行なった。新たな情報提供もあった。また、同組織内には先住民族とのエンゲージメントチームがあるため、その全員とミーティングを行い、現場での経験や課題について情報を得た。オタワの国立公文書館を訪れ、IJCの設立背景について公文書を収集した。オーストラリアでは、キャンベラにあるアボリジニ関連の公文書館（AIATSIS）で水と先住民族に関する現地でしか得られない貴重な資料を収集した。オーストラリア国立大学（ANU）教授のQuentin Grafton氏ともオンラインで意見交換をした。その後、メルボルンにあるヴィクトリア図書館で水力発電ダムに関する報告書などの資料を収集した。また、旧知のANU名誉教授のJon Altman氏がメルボルンのInstitute of Postcolonial Studiesの機構長に就任したため、この機構の研究ディレクターであるMelinda Hinkson氏と共に対面で本研究課題について意見交換を行なった。さらに、メルボルン大学のLisa Palmer准教授とも会い、研究に関する意見交換を行なった。2023年1月には、上記のIJC研究ディレクターのBenoy氏を筑波大学に招聘し、研究交流・意見交換などを行なった。さらに、昨年度から継続して行なっている奄美大島における自然の権利問題に関して、フィールド調査と原告への聞き取りを行なった。

Reason

海外出張が解禁になったことで、本研究で最も重要な資料の収集、研究者との対面交流を再開することができた。特に、公文書館での資料は、一部はオンライン化されてはいるものの、現場で図書館員と相談しながら時間をかけて検索・閲覧しないと得られない資料が多い。これによって、昨年度までの遅れを少しづつ取り戻している。また、対面による人と人のつながりから予期しない良い結果もあった。特に、デスクトップで得られる情報では知り得なかった、IJCのコミッショナーとの出会いや、ディレクターとの出会いによって思わぬ情報提供があるなど大きく研究の守備範囲が広がった。海外での研究活動が再開できたことに率直に大きな喜びと感謝を持っている。こうした新たな出会いによって、松井の研究業績についてもより広く周知することにもつながった。その結果、昨年度は国内の出版社丸善が編集する事典への寄稿依頼が２件と海外の出版社であるRoutledgeからの出版依頼が来た。事典への寄稿はすでに提出し、今年度中に出版される予定である。Routledgeとは、エディターと意見交換中である。

Strategy for Future Research Activity

今年度は、海外出張へのハードルがさらに低くなることから、まず６月中旬にオーストラリアでの学会参加を予定に入れている。さらに、ニュージーランドでの情報収集を夏に計画している。特に、ワンガヌイ川に関する自然の権利の事例について、関係者へのインタビューや情報収集を行う予定である。９月には、ドイツのコブレンツにあるライン川委員会本部で、研究者のエイドリアン・ブレント氏と会い意見交換・情報収集する予定である。予算が残って入れば、本研究の計画書に入れていたバングラデッシュの事例についても情報収集・インタビューを行いたい。
