COVID-19による急速な社会変化に直面する今、「環境との共生」を社会の揺るぎない基盤として再確認し、持続可能な社会を構築する理論と実践を見直す必要がある。それらは、伝統価値に基づく地域のレジリエンス、共生への方策は地域ガバナンスを基盤とする。レジリエンスは変化に対応し適応する能力、学びや未来のポジティブな機会を予測する能力、地域ガバナンスは、ビジョン構築、多様なステークホルダー結集によるキャパシティ強化、リーダーシップを重視、SERに基づく地域循環共生圏ネットワークの構築を推進する。先進3カ国を拠点とした研究を行い持続可能なガバナンスの地域導入方法や人材育成事業の仮説モデルを開発する。

| Outline of Final Research Achievements |
A concept “Destination Wellbeing” (DW) has been developed as a basis for community-based destination management through the theoretical and practical considerations with local businesses and governments, and some of the advanced-nations (Finland, New Zealand, and Ireland). DW will serve as a pillar for future joint research and practical application. Challenges associated with the promotion of sustainable tourism in Japan has been identified, with theoretical and practical implications: it is necessary to 1) set more comprehensive goals that go beyond economic indicators, 2) establish cross-sectoral strategies such as decarbonization, nature positivity, and regional development, and 3) promote tourism that targets “wealth, happiness, and wellbeing” of the local tourism community, society, and environment.

| Academic Significance and Societal Importance of the Research Achievements |
レジリエンスの核である伝統的価値が支えるリジェネラティブツーリズム理念に基づき「持続可能な観光地域づくり」を「デスティネーション・ウェルビーング(DW)」と位置付けた。パンデミック、国家間紛争、政治不安や分断、頻発する災害、気候変動の激化など社会、環境はより大きく変動し、観光も転換期を迎えている。観光の本質は楽しみや幸せをもたらすことであるものの、そこにはCO2排出、廃棄物、資源の無駄の抑制、動物保護・生態系保全、働き方、住民への配慮など、環境・社会的配慮が意識されている。質の高い観光の前提として受入れ地域の幸福、環境の良好さも考慮すべきことが提言されたことは今後の観光に示唆するものが大きい。
