Outline of Research at the Start

オタワ大学との協働を通じて人間の時空間的分布と住民の避難意識を組み込んだ沿岸災害予測手法を展開し、沿岸災害のリスクを評価する。対象地域は、温暖化で人間活動の活発化や海氷面の減少などの物理環境場の変化が予想される北極海沿岸のカナダ周辺域（ハドソン湾、ボーフォート海を含む）とする。沿岸住民の避難意識の情報を入手して、避難行動モデルを高度化する。詳細な地形データを得ることで、北極海周辺沿岸域のハザード予測モデルを高度化させる。温暖化後の大気・海洋物理場の変化を同手法に含めて、将来における沿岸災害を定量的に評価する。オタワ大学と連携することで、現地データ取得の効率化と人口変容シナリオの共有を図る。

Outline of Annual Research Achievements

2022年8月から9月にかけて研究代表者（柴山）がカナダのオタワ大学に滞在し、ニストール教授と北極域での海岸工学についての共同研究を行った。共同研究には INRS のストール助教授も加わっている。その間、ニストール教授と柴山が大学院生一人を伴って北極圏にあるイヌイットの村Resoluteに行き、現地の状況を調査し、気候変化の状況について現地住民に聞き取り調査を行った。またこの間に村の行政評議会に出席し、今後の研究計画について説明し、調査への了解を得た。
数値モデルについては、2012年の夏に訪れた低気圧を対象に、擬似的に温暖化された気象場と海氷消失後の高潮の将来予測を行った。 現在気候下において同様の計算条件で再現した結果と比較することによって地球温暖化による気候の変化や海氷の消失による気象場と高潮への影響を分析した。中村ら（2016）が開発した擬似温暖化手法を用いて、2081～2100年の気温、海面水温、相対湿度を変化させ、将来気候の気象を擬似的に再現した。次にPMGが開発した極地計算に最適化が行われた次世代気象予測モデルPolar WRFを用いて、将来の気象場を計算した。またChenら（2003）が開発した有限体積法・非構造格子海洋モデルFVCOMを用いて将来の高潮の再現を試みた。極地気象モデルPolar WRFによる将来の気象場の再現結果は、計算期間前半では現在気候と概ね一致した。一方, 計算期間後半では現在気候との差異があった。FVCOMによる将来の高潮の再現結果は、気象場と同様に計算期間前半では一致し、計算期間後半では差異があった。その要因は、 現在気候では海氷が存在していた地域に低気圧が移動し、将来気候では海氷が消失して水蒸気が供給され続けた結果減衰が遅くなり、低気圧の減衰が遅れたことによりその後の北極海全体の気圧配置が変化したためと考えられる。

Reason

コロナ禍により、2021年度までに実施予定であったオタワ大学訪問が遅れ、北極圏の村での調査も遅れていたが、2022年8月から9月にかけて研究代表者がオタワとレゾリュートを訪問し、ニストール教授、ストール助教授、それぞれの大学院生らとの研究連絡と現地調査を実施することができた。特にストール助教授の大学院生が浮遊する氷塊の衝突による海岸侵食についての研究を行っている点に注目した。
一方でPolar WRF、疑似温暖化、FVCOMを用いた数値モデルの開発も進んでいる。上記よりコロナ禍によって遅れていた現地での共同研究が実施できた点で、遅れを取り戻したと考えられる。

Strategy for Future Research Activity

コロナ禍のために遅れていた共同作業が、概ね当初の予定に沿って進めて行ける条件が整った。現在、研究協力者の稲垣博士（代表者の研究室の日本学術振興会PD)が2023年4月から11月の予定でオタワ大学で本研究課題の共同研究を進めている。同博士はニストール教授とともにレゾリュートの調査を行うとともに、INRS のストール助教授のもとにも滞在し、共同研究を進める。
ニストール教授は2023年9月に早稲田大学で開催する世界の沿岸自然災害に関する研究集会に出席し、研究の内容を早稲田大学側に説明する予定である。さらに同教授は2024年2月から3月にかけても早稲田大学に滞在する予定で、共同研究は順調に進む予定である。
