近年、「小さな政府」への移行が進む過程で、ルールの量的増加と質的強化が生じる「リベラリズムの鉄則」とも称することができるパラドックス現象が多くの政府で観察されている。一方で、こうした傾向の国別・政策領域別要因は、理論的・実証的に未だ明らかになっていない。そこで本研究は、政府規模の縮小過程で、規制領域が拡大される、あるいは規則化等の行政機能が強化されるメカニズムを、当該領域の特定とあわせて、同課題に直面したOECD諸国との国際比較を踏まえて解明する。
