As for this study, there is the greatest characteristic at the point where I placed a foreign policy from end of 18th century to the early 19th cen tury in dynamism called the transformation of the foreign recognition. The concrete result is as follows. (1)Ezo policy of Matsudaira Sadanobu was an important epoch to realize the direct control of Ezo by the shogunate. (2) The diplomatic negotiations with Russia by Sadanobu were based on the plan of traditional foreign relations of Japan. (3) In diplomatic negotiations with Russia, Sadanobu placed Japan as a constitutional state with the courtesy namely a state of the civilization. The policy of Sadanobu was derived from deep knowledge for civilized country Russia.
