Research Abstract |
While improving the personnel's speciality nature under the change of intergovernmental governance, in order to carry out business by the select few more, inter-governmental talented-people mobility and the resource share of limited personnel needs to be inquired. Comparing other countries, intergovernmental talented-people mobility and a pension system have a big relation. In the case of Japan, it is necessary to also consider retirement lump sum grants by a set. In order to improve talented-people mobility, the retirement benefit system in local governments into the one national unified system is also required. Moreover, as for the professional skill staff, although the resource share model already becomes possible on law in Japan, the much more practical use needs to be inquired.
