| Research Abstract |
This research aims at examining the educational policy process, using the framework of educational governance, as a result of involving many actors in the process.
We conducted a national questionnaire survey from May 2010 to August 2010, which was an inventory survey across the country 1750 local governments, including all cities, wards, towns, and villages in Japan at the date of April 1st, 2010.
As a result, we concluded that educational administration actors were playing key roles in the policy process. According to policy agendas, there seem various influences of actors in local governments.
