Research Abstract |
This study is intended as an investigation of the coherent and flexible regulatory framework of EU telecom industry facing the dynamic change of market structure and innovation. Introducing Competition Law Concepts in ex-ante sector-specific regulation may give us the ideas that there is the united regulatory method over the pan-Europe, and sustainable market development through promoting competition. Nevertheless, numerous attempts have been made by scholars to demonstrate the need of regulation in EU telecom industry, because of above characteristics of this industry ; also, whether the remedies addressing the access to the Next Generation Network or net neutral obligation should be legislated, there is little agreement as to the needs of ex-ante regulation, i. e., false positive problem. All these issues may well be left to the next step to consider.
