Outline of Research at the Start

This project explores how political structures influence authoritarian leaders to make financial and economic policies, as well as introduce political rights and representative institutions in historical and modern autocracies.

Outline of Annual Research Achievements

本研究では、戦前日本を含む19世紀の多国間の独自の財政データを構築し、政治体制の変化が財政政策にいかなる影響を及ぼすのか、定量分析をおこなった。2022年度は、財政データを構築し、いかなる条件下でどのような項目に支出を増大させるか分析し、いくつかの国際学会や国際ワークショップで予備的実証結果を報告した。

データ構築にあたっては、東北大学の5人の学部生・大学院生に研究補助者として作業を手伝ってもらい、主に歳出に関する財政データを完成させることができた。現在改訂中のワーキングペーパーでは、ダールのポリアーキー概念を基礎として政治体制を「競争性」と「包括性」の次元に分けて、それらの次元のうちいずれがどのような支出項目にインパクトを与えるようになるのか、計量分析をつうじて検討した。どちらの次元の値も低い閉鎖的独裁制の場合には軍事支出が増え、競争性が高く包括性が低いときには開発支出が増え、いずれの値も高くなったときに社会支出が増える傾向にあることを国と年の固定効果を考慮に入れた統計モデルで示した。

このワーキングペーパーは、Japan Society for Quantitative Political ScienceやMidwest Political Science Associationなど複数の学会・研究会で研究発表を行い、参加者から有益なコメントを得た。また、歴史政治経済学や権威主義政治といった研究テーマを共有する海外の新進気鋭の若手研究者を東北大学に招聘し、2日間の国際ワークショップを開催して当該ワーキングペーパーに関連する研究を共に議論し、研究の進捗に大きな弾みをつけることができた。
