Outline of Research at the Start

本研究は、救援、復興、防災における災害対応システムが整えば整うほどかえって被災者が苦境に陥るという逆説(援原病）に対し、災害対応システムの現状を根本から見直し、新たな理論的基盤を提供し、現場と共創しながら実効性のある改善策を提示することを目的とする。脱「災害ボランティア」、脱「災害復興」、脱「防災意識」について、これまで参与観察を継続している地域での現場研究によって現状を把握し、理論的検討、シミュレーションを経て、「援原病」の解消に寄与する実践的手法を開発する。

Outline of Annual Research Achievements

本研究は、災害対応システムが整備されればされるほどかえって被災者は救われないことがあるという逆説を支援に原因がある病＝「援原病」と名付けて、その病因、症状、治療、予防等について理論的研究と国内外の現場調査研究によって明らかにしようとするものである。今年度も、研究チームがそれぞれに参与観察を継続してきた過去・現在の被災地において、援原病の症状に関する聞き取り調査や資料収集を実施し、援原病の病因、治療、予防等についてディスカッションを重ね、成果の中間的な集約を行った。また、理論的にも病の比喩にのっとって研究成果を説明するための枠組みを整えつつある。今年度途中までの成果（中間的な成果）は、今年度、チェコ共和国で開催された国際心理学会で援原病に関する１つのセッションを設けて研究チームのメンバーによる連続発表を行い、国内外の参加者と議論を交わした。また、今年度は、阪神・淡路大震災３０年にあたるため、同災害で注目されて以来わが国の災害システムに定着している災害ボランティアに焦点を当て、国内外から被災経験ないし救援経験。復興支援経験をもつ人々に集まってもらう場（被災地交流会）を設け、各被災地における援原病に関する経験・実情を報告してもらう機会を設けた。また、地域防災活動についても改めてこれまで得られて知見を整理した。これらを通して得た知見は、最終年度にとりまとめ、国内外の学会、および、学術雑誌に発表していくプランを立てるところまで進めることができた。

Reason

これまで継続してきた調査を進めるとともに、中間的な成果を国際学会で発表し、さらに追加のデータを収集し、集約したことでおおむね順調に進展していると評価している。ただし、これまでの知見を集約して総合的な知見として学会発表や学術論文として発表することは最終年度に回すことになったので、当初の計画以上の進展と評価するには至らなかった。

Strategy for Future Research Activity

最終年度となる次年度は、研究チームによる討議の場を増やし、これまでそれぞれの現場で得られた研究成果を総合的に集約し、国内外の学会発表を経て、学術論文として発信すし、本研究課題の成果としたい。
