| Outline of Research at the Start |
本研究では、今後わが国もオールハザード型危機管理体制の構築を行うべきであるとの前提に基づき、主に①オールハザード型危機管理体制の実効性を担保するリスクアセスメント体制や、専門教育・研究体制、特殊災害時に対応可能な共助組織等の詳細を、主に先行的事例であるドイツの現地調査から明らかにしたい。また、②実効性のある特殊災害への対応が可能な中央地方関係及び都道府県の役割についても最も望ましい在り方を日独の比較から明らかにする。

| Outline of Final Research Achievements |
This study examines the issue of conflicts that arose between the national and local governments during the COVID-19 pandemic, which likely had a significant impact on crisis response. It aims to clarify the current state and challenges of crisis management systems in Japan and local public entities, as well as the background behind the confusion that arose in central-local government relations during the COVID-19 response. Additionally, through surveys of crisis management systems overseas, the study clarifies the ideal form of central-local government relations during crises.
In the final year of the project, a publication summarizing some of the research findings won the Japan Public Policy Association Award, and I was invited to testify before the National Diet regarding amendments to the Local Autonomy Law (related to central-local relations during crises).

| Academic Significance and Societal Importance of the Research Achievements |
本研究の問題意識である、新型コロナ時の中央地方関係の混乱については、地方制度調査会でも問題視され、その答申を受けて地方自治法の改正へと繋がった。改正審議時に、国会に参考人招致され研究成果について説明を行った。また、危機時の中央地方関係のあるべき姿に関しては、行政学や公共政策においても十分な研究の蓄積が無かったため、本研究成果の一部を収めた本は、日本公共政策学会賞（著作賞）を受賞した。
