| Outline of Research at the Start |
この研究は、社会教育法に規定され、全国9割以上の自治体に設置されており、約2万人が委嘱されている社会教育委員の活動の実態に迫ることにより、行政の負担（参加コスト）とその効果に関して実態を明らかにしつつ、その存在の意義について検討するものである。社会教育委員の存在が地域によって「見え方」が違うことについても、その地域での活動のあり方との関連での説明が可能であろうと考えられ、自治体の社会教育行政の在り方そのものの検討の基礎資料にもなると考えられる。

| Outline of Final Research Achievements |
This study concerns on local community boards of social education especially board menbers of social education.Over 10 local community boards of socialeducation are investigated intensively.It appeared that local community board of social education tends to influenced by the policy of national education goverment.The problem is how the autonomy oflocal community social education is constructed.

| Academic Significance and Societal Importance of the Research Achievements |
これまで「手つかず」の状況であったと考えられる社会教育委員の全国的、地域ごとの実態について、可能な範囲での情報の集約は、簡単なようで、困難なことであったが、今回の研究によって、共通の資料が最近の事例に基づき、集約できることになり、社会教育・社会教育委員に関する行政施策の展開にとって、一つの拠点を形成することに貢献できたと考えられる。文部科学省が、「社会教育調査」として、3年に一度の頻度でデータを集約してはいるが、そこでは、表面的な把握にとどまっており、施策の展開に必要な知見を提供できたのではないかと考えられる。
