Outline of Research at the Start	地震、津波、風水害などの自然災害は災害弱者を生み出す。多くの外国人は、コミュニケーションの問題、およびそれまで受けてきた災害経験や防災教育の違いから、日本においては潜在的な災害弱者である。一方で、教育現場において採用されている、外国語指導助手であるALT (Assistant Language Teacher)は、災害弱者たる外国人であるとともに、ひとたび災害が発生した場合には、生徒児童の安全を確保しなければならない。この二面性を克服するために、本研究では米国の大学の協力をえて、その要因や仕組みを解明し、より効果的なALTのための防災ドリルブックを作成し、防災教育に資することを目指す。
Outline of Final Research Achievements	In this study, we analyzed the current status of ALTs' (Assistant Language Teachers) knowledge and skills regarding disaster prevention Based on this analysis, we have been developing a drill book for learning Japanese for disaster prevention. In the event of a disaster emergency, foreigners need to correctly understand information that is mostly transmitted in Japanese in a short period of time. However, this is not an easy task. This drill book consists of the purpose, an overview of disasters in Japan, learning the Japanese language that is spoken during a disaster, basic knowledge, hypothetical disaster scenarios, a collection of typical phrases of earthquake and tsunami disasters, and audio learning using an actual evacuation drill. This drill book will be published on an Internet platform.
Academic Significance and Societal Importance of the Research Achievements	災害時の外国人に関する研究は，災害弱者としての支援策や支援事例を紹介するものが多く，受援者となった外国人を対象として支援内容や方法を具体的に検証したもの，とくに災害弱者としてのALTに対する防災教育・支援に関する研究は管見の限りみあたらない。一方，外国人の教育関係者に関する環境の違いに着目し，防災教育や学校安全など防災力を高める人材育成としての研究は初めての取り組みである。このようなことから本研究は既存の学問領域では扱っていなかった新しい防災研究であり，本ドリルブックによりALTという外国人の防災人材の育成に貢献できると考える。
