1971年に制定され、1999年と2004年に大幅に改正された卸売市場法が2018年に抜本的に改正された。これにより、卸売市場内に店舗を構えて営業する卸売業者と仲卸業者の自由競争を制約する条文が廃止され、基本的な取引ルールは卸売市場の開設者が業務規程に定めるなど各市場の裁量に委ねられることになった。
そこで、本研究では2018年の卸売市場法改正に対する市場開設者の対応と卸売業者・仲卸業者の事業展開について実態調査に基づいて実証的に分析し、市場制度改革が卸売市場の流通機能と園芸産地・生産者へ与える影響を明らかにする。

| Outline of Final Research Achievements |
In order to clarify the response of market management sections to the 2018 revision of the Wholesale Market Law and the business development of wholesalers and intermediate wholesalers, fact-finding surveys were conducted on national central wholesale markets handling fruit, vegetables and flowers. fruit, vegetables and flowers. As a result, it was found that a large number of market management sections had either generally abolished or abolished the regulations prohibiting third-party sales by wholesalers, the separation of sales and logistics, and the direct purchasing by intermediate wholesalers, and that a certain number of wholesalers had increased third-party sales and the separation of sales and logistics in the short period following the enforcement of the revised law, and intermediate wholesalers had increased direct purchasing. Many of them want to increase these activities in the future, which may have a significant impact on market distribution in the future.

本研究では卸売市場法の抜本的な改正に対する市場開設者の対応および青果物・花きを取り扱う卸売業者・仲卸業者の事業展開と今後の意向等について明らかにした。これらの研究成果は青果物や花きを取り扱う卸売市場の卸売業者や仲卸業者が今後の事業展開を検討する上で、大いに参考になるだけでなく、今後における市場流通を中心とした生鮮農産物流通の展開方向はもとより、産地・生産者のマーケティング戦略を検討する上でも示唆を与えるものである。
