Outline of Research at the Start |
Transfer of human resources from public sectors to non-public sectors does not necessarily increase the efficiency, due to the negative political effects and positive human capital spillovers. Given the theoretical mixed effects, it is important to provide empirical evidence. However, there is little empirical evidence on this issue, especially on non-profit organizations such as universities, due to the available data and econometric challenges. This project provides the effect of labor force influx from public to non-public sectors and clarify the mechanisms by using micro data in Japan.

Outline of Final Research Achievements |
I analyzed the effect of the transfer of human resources from public sectors in various aspects. First, I find that the transfer of human resources from the central government mainly decreased the expenditure of local municipalities. Second, I find that the transfer could also affect the allocation of financial resources in academia. These findings suggest that the allocation of human resources could affect the financial condition of economic entities. These findings would help us to understand the human capital spillovers and optimal policy design.

Academic Significance and Societal Importance of the Research Achievements |
公的部門からの人的資源の移転は、必ずしも効率性を高めるとは限らない。熟練した人的資源であれば、直接的に人的資本を向上させるとともに他部門に有益な情報を伝えることでポジティブな影響が期待できるが、政治的な理由や慣行等によってそうではない人材が移動として起こりうる場合もありうるためである。そのため、公的部門からの労働力移転の効果は、理論的には曖昧であり、実証研究が必要となる。これらの知見は、人的資本のスピルオーバーと最適な政策設計への理解に寄与すると思われる。
