Outline of Research at the Start

Outline of Final Research Achievements
People who use drugs (PUDs) are often excluded from mainstream support systems. This study examines “low-threshold” services for PUDs. Through field visits, we collected case examples of support programs for PUDs implemented in various countries. In harm reduction programs, lowering the threshold for service access is widely recognized as a fundamental principle. Across the cases studied, key messages such as “service users make their own decisions,” “they are given sufficient time to make choices,” and “they are not pressured to change”were consistently communicated through service design, access procedures, and staff communication styles. These findings highlight the importance of flexible, user-centered approaches in promoting inclusive and effective care for marginalized populations.

Academic Significance and Societal Importance of the Research Achievements
