| Outline of Research at the Start |
本研究の目的は社会的に注目度が低く、支援のノウハウが顕在化してこなかった「潜在的被災者」（みなし仮設被災者、在宅被災者、被害が少ない地域の被災者など）に対して、市民エージェントがなぜ、いかにして支援を行うのかを明らかにすることである。従来の研究では「災害弱者」などの概念で災害時の要支援者の問題が議論されてきた。しかし熊本地震後のみなし仮設住宅の主流化及び災害の頻発による、表面化しない被災者の増加と支援の窮状は看過できない。本研究は被災地を超えた多様な市民エージェントによる潜在的被災者への支援の実態を明らかにするとともに、潜在的被災者が発生する社会構造要因の解明と有効な支援方策を探求する。

| Outline of Final Research Achievements |
This study examines“latent disaster victims"ーindividuals who are overlooked by existing disaster support systemsーand explores why and how citizen agents identify and assist these marginalized populations. It analyzes the mechanisms through which such individuals are systematically excluded from institutional relief frameworks and the multifaceted challenges they face in their daily lives. The research categorizes the pathways through which citizen supporters cultivate empathy and a sense of responsibility. It also investigates the functional roles and limitations of collaborative networks among citizen agents, particularly in supporting disaster victims experiencing complex and severe difficulties. Moreover, the study captures the practices of conducting individualized home visits to assess victims’ living conditions, as well as the consultative support processes that accompany their recovery and rebuilding efforts.

| Academic Significance and Societal Importance of the Research Achievements |
本研究の学術的意義は、従来の研究で問題視されてきた被災者間の支援格差とその構造を、近年の災害対応の特徴を踏まえ「潜在的被災者」という視点から明らかにした点にある。支援制度の適用範囲や被害の度合いの線引きなどによって覆い隠されている潜在的被災者の輪郭を描き出すことができた。また潜在的被災者への支援活動に対して、多種多様な市民エージェントによって豊かな地域資源が動員されるプロセスや、潜在的被災者を単なる「社会的弱者」ではなく「地域の生活者」として捉えるうえで有効な支援方策を示した点において、本研究は大きな社会的意義があると考える。
