The regulation about the shape, the volume and the use of the building in the Building Standard Law is specification regulation. More efficient regulation is realizable by transposing to the performance regulation which controls the indices about building performances, such as environment impact and load on infrastructure, directly. The performance regulation which utilizing sky screen factor can be substituted for the specification regulation about the shape of a building. Among the impacts by building volume, the performance regulation utilizing sky screen factor can be also substituted for the specification regulation which controls the impact on living environment by building volume. The congestion fee collection to cars can be substituted for the specification regulation which controls the load on road. Performance regulation of noise and bad smell of a factory can be substituted also for specification regulation of the factory use in a housing zone.
