本研究は、健康危機の中でも特に保健医療福祉サービスの需給が逼迫する緊急事態における資源配分および保健医療福祉サービスの提供水準のあり方ついて、１）国内外の事例や法令等の分析、２）保健医療・福祉サービスの水準の変化が健康に及ぼす影響の分析、３）資源配分やサービス水準の調整のあり方についての専門家の見解の集約、４）地域住民の意見の聴取と分析、などにより学術的観点から論点を整理し、基本的な考え方と解決すべき課題について提言を行う。
