| Outline of Research at the Start |
本研究の目的は、地方自治政策の決定に国政政治家がどのように関与しているのかを解明することである。比較政治学では、個別の地方政府の利益を国政に反映させるルートとして、政党組織を通じた政党ルートが機能するとされてきた。しかし、個別の地方政府ではなく、地方全体にかかわるような「地方利益」をだれが国政に反映させているのかについては、明らかになっていない。そこで、本研究では、政党ルートが機能しないカナダにおける連邦議員の前職に注目し、「地方政治出身の国政政治家が地方自治政策の決定に関与しているのか」という課題に取り組む。

| Outline of Final Research Achievements |
This study has examined the movement of politicians between the federal and provincial levels in Canada. Although Canada is considered a decentralized state with strong provinces, the federal government remains more attractive to political actors, leading to a pattern of movement predominantly from the provincial to the federal level.
Regarding partisanship, the data does not suggest that politicians from any particular party are more likely to make such transitions. In other words, intergovernmental mobility is not necessarily more frequent in parties with integrated federal and provincial organizations. Furthermore, even in parties like the Conservative Party, which lack formal organizational links between federal and provincial levels, inter-level mobility still occurs. This suggests that party labels function as a mechanism for political recruitment across levels of government.

| Academic Significance and Societal Importance of the Research Achievements |
本研究の成果として、カナダにおいて、公共政策の実施や政治家としての昇進目標を達成するために政府レベルを超えた政治家の移動が行われていることが示唆される。政党組織が分断されているために、政府レベルを超えた移動は他国よりも困難であると思われるにもかかわらず、政治家はこれらの目標を達成するために活動している。
これは、カナダの政党組織が分断され、連邦と州を結ぶ政治ルートとしては機能しないとする先行研究の理解を覆す発見といえる。これによって、カナダ政治を比較政治の理解の中に位置づけ、今後の研究の可能性を切り開いた点で、貢献をしたといえる。
