Outline of Research at the Start

本研究では，日米両国における地方政府とそれを取り巻く様々な基幹的政治制度に注目し，地方政府における選挙制度（大選挙区制，中選挙区制，小選挙区制かなど）や執政制度（強市長制，議会ー支配人制，理事会制など），あるいは中央地方政府（州・自治体）間の権限関係の違いが，地方政府の政策決定にどのように影響を及ぼしているかについて検討を行う。また，COVID-19が広く影響を及ぼす前（平時）と後（非常時）で，政策決定のあり方がどのように異なったかについても分析を実施する。特に，米国における多様な政治制度の検討から，日本における二元代表制や地方議会に対する示唆を得ることとしたい。
