本研究は、2020年からのコロナ禍のもと、その対策として各国の政府や地方自治体が行った入国規制、検査や治療、経済的支援などにおいて生じた「ナショナルな線引き」を、日本と韓国での事例を対象に比較分析する。制度・政策的な面はもちろん人々の意識についても目を向け、複数の分析手法を多面的に組み合わせて検討することで、「社会的危機」をめぐるナショナルな線引きと、差別や排外主義との関係を明らかにしたい。

This study focuses on the discrimination and exclusion of foreigners that became visible during the "social crisis" of the COVID-19 pandemic, aiming to conduct a comparative analysis of the structures of national selection and governance in Japan and South Korea.
The research employs text mining methods--including co-occurrence network analysis, topic modeling, and sentiment analysis--on newspaper articles from major Japanese and Korean dailies.
The findings reveal that the political orientation of each newspaper is reflected in their coverage of immigration restrictions and support for foreigners, and that the mode of governance during crises differs between the two countries. The study also addresses institutional and ethical issues related to the use of newspaper articles as research data.

本研究は、計量テキスト分析を用いて危機下の排除・管理の構造を可視化することで、移民研究・シティズンシップ研究における方法論の刷新を図った。とくに新聞報道の共起ネットワークやセンチメントの変化を通じて、政治的立場と論調の関係や制度的対応の時系列的推移を明らかにし、従来の質的研究に不足していた通時的かつ比較的な視点を提供した。また、データ利用にともなう制度的課題に対する検討も、研究実践に資する貢献だ。
社会的には、コロナ禍において再燃した外国人差別の構造を照射し、国籍や在留資格による排除の問題が公衆衛生政策や災害対応の文脈で再構成される過程を明らかにすることで、包摂的な制度設計の必要性を提起した。
