| Outline of Research at the Start |
都市計画は、時間的に連続する抽象的な「計画」と不可逆的な変化をもたらす具体的な「事業」から構成される。事業の検証は為されても、都市計画を検証する方法論は確立されていない。
本研究は、都市計画の検証理論を、社会科学の知見によって基礎づけることで、都市計画の存在を意味づけ、都市計画の有効な使い方に貢献することを目的とする。1)東日本大震災の津波被災地域・原発複合被災地域等の実際に為された災後の検証作業を対象として「検証」の特徴を明らかにして、2)「検証」とはどのような行為であるのかを、因果と相関、反事実的条件、共時的事例比較という三点から論じ、3)都市計画の「検証」とはどのように可能かを考察する。

| Outline of Final Research Achievements |
Urban planning is made up of plans and projects. When a major disaster occurs and spaces are destroyed, they are restored through projects, and plans are drawn up for the purpose of revitalizing the area, with projects positioned under those plans. Urban planning, which has the character of a system in this way, functions as a principle for society. Therefore, when examining urban planning, it is necessary to have an attitude that goes beyond the scope of the plan, understands exceptional situations and grasps how urban planning, which determines the principles, is involved or not involved. Consideration based on this leads to a fundamental reconstruction of urban planning. The examination of urban planning must lead to such a conclusion, and it should be examined in a way that is appropriate to it.

| Academic Significance and Societal Importance of the Research Achievements |
本研究の成果は二つの分野での考察から導き出された。一つは、都市計画が提示する原則ではなく、自らの意思に従って、判断し、実践し、日々の状態を維持、創出している事例研究だ。もう一つは、主に社会科学の分野での理論研究のレビューだ。これらの二つを相互に参照し合うことで、都市計画という極めて広範な分野にまたがる対象を、如何に検討するかという方法論の考察に至った。ここに学術的意義があるとするなら、それを社会的意義に展開するために、より精緻で長期の参与観察に基づいた事例研究とその体系化が今後の研究課題だ。
