| Outline of Research at the Start |
本研究の目的は平常時と非常時が区別されない居住の仕組みの構築である。
背景にあるのは、発災後の回復ステージが避難期、仮設避難期、再建期に分けられ、ここで用いられる支援の空間やサービスが個別的に発展することで回復ステージの「ガラパゴス化」が起きていることである。このことにより被災者には回復の途中に何度も環境のリセットを強いられる再度の「被災者化」が起きている。
本研究は、平常時に活用される空間資源やサービスを災害時に円滑に利用することで平常時と非常時をクロスオーバーし、災害時の居住環境を向上することを目指している。

| Outline of Final Research Achievements |
This study focuses on the structural issue in which disaster victims who have lost their homes are repeatedly “re-victimized” throughout the recovery stages, due to systemic discontinuities and the resulting relocations and resets of social relationships. To evaluate the effectiveness of crossover tools that can be utilized across normal times, emergency phases (evacuation and temporary housing), and recovery stages, eight case studies including music halls, modular temporary housing, tsunami evacuation towers, and private accommodation facilities were analyzed. The study identified both the potential and the challenges of shared spatial resources. It demonstrated that establishing mechanisms to bridge everyday use with emergency response is effective in achieving a sustainable recovery environment.

| Academic Significance and Societal Importance of the Research Achievements |
大規模災害の常襲化が進行する我が国においては、日常的に用いられている空間的・社会的資源を、災害時にもその役割を変えつつ活用することが重要である。しかし、日常と非常時の間だけでなく、災害後の回復プロセスにおいても多くの分断が生じているのが現状である。こうした状況に対して、全体を通貫する視点を提示した点には社会的意義がある。また、クロスオーバー性を被災者の環境移行における「再被災者化」を防ぐ観点から検証したことは、学術的にも意義深い。
