本研究は、自動車からのCO2や大気汚染物質の排出削減などの持続可能な地域交通の実現に貢献するために、地方自治体の持続可能な交通政策とモビリティ・イノベーションに関する相互依存的な発展サイクルを解明することを目指す。１）地方自治体の交通政策が企業の技術開発に与える影響に関する分析、２）欧州における先進事例の調査、について、国内外の政策立案者や企業の技術者へのヒアリングをおこなって明らかにし、３）モビリティ・イノベーションと持続可能な地域交通政策の展望を示すために日本の地域でのシミュレーションを実施する。

| Outline of Final Research Achievements |
Focusing on how rapidly advancing mobility innovation contributes to the realisation of environmentally sustainable regional transportation, we clarified the interdependent development cycle between local governments' sustainable transportation policies and mobility innovation. 1) Analysis of the impact of local government transportation policies on corporate technology development (including an analysis of transportation-related legal reforms and local transportation policy trends influenced by innovation in various countries), 2) Investigation of advanced cases in Europe, including the selection of advanced cities, interviews with local governments and technology developers, and on-site inspections, and 3) Analysis of the prospects for mobility innovation and sustainable regional transportation policies, including verification of the applicability and effectiveness of European technological achievements in Japan.

| Academic Significance and Societal Importance of the Research Achievements |
本研究は、制度論と技術論が融合した知見をもって、地方自治体のイニシアチブによってモビリティ・イノベーションの社会実装が実現し、地方分権と技術が相互依存的に発展することを解明した。既往研究の環境経済学や交通経済学、技術経営論における４つの課題である、第一に制度研究と技術研究が分断されていた点、第二に都市交通の環境経済分野では分担率が重視されていたために技術研究が弱かった点、第三に公的機関と技術の関係が自動車単体技術の分析が中心で、異モード間の連携技術などの要素が弱かった点、第四に地方政府の役割に関する分析が乏しかった点、の解決に貢献した。
