2019年10月に幼児教育・保育無償化が施行されてから、国民の意見が賛否両論に 分かれ、証拠に基づく政策立案へのニーズが高まっている。本研究では、政府統計 ミクロデータを用いて、自然実験に基づいたDifferences-in-Differences(DID)推定で、 幼児教育・保育無償化の政策効果を科学的に評価し、制度の見直しに必要な実証エ ビデンスを提示する。異質的政策効果を考察する上で、幼保無償化制度のあり方や 改善方策について政策提言をする。

2019年10月に幼児教育・保育無償化が施行されてから、国民の意見が賛否両論に分かれ、証拠に基づく政策立案へのニーズが高まっている。本研究では、政府統計ミクロデータを用いて、自然実験に基づいたDifferences-in-Differences(DID)推定で、幼児教育・保育無償化の政策効果を科学的に評価し、制度の見直しに必要な実証エビデンスを提示する。異質的政策効果を考察する上で、幼保無償化制度のあり方や改善方策について政策提言をする。
本研究の目的は定量的に幼児教育・保育無償化の政策効果を評価し、そのメカニズムを解明した上で、証拠に基づく政策立案に向けてのインプリケーションを提示することである。本研究のオリジナリティは、2006年から先駆けて無償化を導入した新潟県聖籠町に着眼し、自然実験に基づくDifferences-in-Differences(DID)推定で幼保無償化の政策効果を識別可能にすること。
