Outline of Research at the Start |
本研究の目的は、一般の人々が法執行に権限のある経済主体に犯罪行為の取り締まりを委託する際のエージェンシー問題を検討し、経済的帰結とその解決可能性を明らかにすることである。そのため、まずは[1]法執行政策決定の民主的プロセスに着目した研究に着手する。そして、[2]実際の取り締まりに携わる警察のような法執行官の内発的・外発的インセンティブも考慮した研究に拡張する。これらの法執行プロセスにおけるエージェンシー問題を考察し、社会的に望ましい法制度、民主主義そして三権分立のあり方を明らかにする。

Outline of Annual Research Achievements |
法の執行におけるエージェンシー問題を扱った論文を執筆した。まず、Law Enforcement with Rent-seeking Government under Voting Pressure という法執行者の政治プロセスにおける役割を考慮した論文を早稲田大学山口洋平さんと執筆し、どのように法執行者を投票プロセスによってコントロールできるかを議論しInternational Review of Law and Economicsに掲載された。また、Strategic Crackdown on Organized Crime by Local Governmentsという犯罪組織に対して地域間の法執行の問題やその社会への影響を分析し、どういったときに非効率な法執行が行われるのか、そしてそれを改善し地域間の協調を促すために施策を議論した論文を東京大学の加藤晋さんと執筆し Economics of Governanceに掲載された。単著ではSanctions and Rewards with a Motivated Agentを執筆し、法執行者(警察など)が適切に法執行業務を遂行するための適切な罰則・報酬を法執行者の雇用主はどのように利用することで、彼らの目的遂行を達成できるのか、またその社会厚生への影響を分析し、Managerial and Decision Economics に掲載された。
