| Outline of Research at the Start |
これまで精神障害者の社会運動は、精神医学や社会福祉学を中心に個人に変化を与える集団という観点から研究されてきた。そのため、社会に変化を与える精神障害者の社会運動としての歴史は、断片的な記録があるにとどまり、体系的な研究は先送りにされてきた。また、体系的歴史研究の不在は、ピアサポート政策をはじめとする現実の社会政策にまで影響を及ぼしつつある。そこで本研究は、【1】精神障害者の社会運動の体系的な歴史研究、【2】社会政策が準拠すべき精神障害者の社会運動の価値規範の分析、【3】当該価値規範に基づくピアサポート政策の批判的考察の3点を目的とする。

| Outline of Final Research Achievements |
Until now, social movements of people with mental disabilities have been studied from the perspective of a group that brings about change in individuals, mainly in psychiatry and social welfare studies. As a result, the history of the social movement of people with mental disabilities that brings about change in society has only been recorded in fragments, and systematic research has been postponed. It is problematic that the history of the social movement of people with mental disabilities has been made invisible by such a one-sided historical description. This study aims to: (1) conduct a systematic historical study of the social movement of people with mental disabilities; (2) analyze the value norms of the social movement of people with mental disabilities that social policies should follow; and (3) critically consider peer support policies based on these value norms.

| Academic Significance and Societal Importance of the Research Achievements |
【1】では、これまで不可視にされてきた精神障害者の社会運動の歴史を明らかにした。【2】では、精神障害者の社会運動が準拠してきた価値規範が、そのままの状態で包摂されるために社会が変化を引き受けるべきというものであることを明らかにした。【3】では、精神障害者の社会運動が準拠してきた価値規範と整合的ではないことを明らかにした。本研究によって精神障害者の社会運動の主張が障害学の社会モデルと親和的であることを明確にすることができた。また、障害者ピアサポーター養成研修事業は、立法府から政府へブラッシュアップの要請がだされており、本研究の結果に基づいて政策に資するような見直しの論点整理と修正案を作成した。
