コロナ禍は、暫定的で不安定居住にある暫居や共居を介し雇用先も変わるモバイルな就労と居住のセットを皮肉にも炙り出した。このセットは派遣業で先行し、「就労による包摂」というコンセプトによるセーフティネット（ＳＦ）が、生活困窮自立ＳＦと連携しながら機能するという仮説の検証が主課題である。(1)モバイルな就労と居住のセットのＳＦ的中身，(2)政策が意図しない自立的ＳＦの形成と政策的ＳＦとの連携、(3)それを支える居住様態としての暫居・共居の可能性の追究を行う。否定的に取られ勝ちなこのセットをＳＦとして捉え直し、その効用を明らかにする。生活困窮自立支援との連携を通じたＳＦの多層化の達成の試みでもある。

| Outline of Final Research Achievements |
This research reinterpreted the combination of "mobile employment and residence," which was brought to light during the COVID-19 pandemic, as a new form of safety net (SF), and clarified its actual conditions and significance. Focusing on seasonal workers in primary industries, dispatch workers living in company dormitories, workers in nightlife and entertainment districts, and foreign laborers, the study investigated the connections between employment, housing, and support systems. It examined the interplay between institutional safety nets and non-institutional, self-organized forms of support.
Through collaboration with related support organizations, the research classified support practices using time studies and organized support records into a database mainly Vietnamese cases. In addition, in cooperation with sending organizations in Indonesia, interviews were conducted with prospective migrants to understand their career aspirations and expectations for working and life in Japan.

| Academic Significance and Societal Importance of the Research Achievements |
本研究は、「就労による包摂」を再考し、派遣労働、季節労働、外国人労働といった不安定就労の現場に現れるセーフティネット（SF）の再定義を試みた点に学術的意義がある。否定的に捉えられがちな暫定的居住や共居空間においても、制度的SFにアクセスできない／しない層が、自発的に仕事と生活を組み立てる事例を明らかにし、非制度の包摂機能を可視化した。また、外国人に対しては、在留資格と支援制度のミスマッチを可視化し、登録支援機関・日本語学校・NPOなどの果たす役割を実証的に把握した。国内外の多様な都市における空間的包摂の事例を比較・発信し、非制度的SFの構造と課題に関する新たな理論的枠組みの構築に貢献した。
