単なる形式的な「民主化」の装置としてではなく、国民の意思を正しく体現できる責任ある政党および内閣のあり方とはいかなるものか。本研究は、今日の政治から考えても重要な上記の課題に、戦前日本における政党政治の崩壊をもたらした1930年代前半の、いわゆる挙国一致内閣期における政治構造を分析することで迫ろうとするものである。植民地統括官庁であった拓務省を中軸として分析することで、植民地統治上の矛盾も含めた包括的な政治構造を紐解き、戦前日本の責任ある政治がどのような形で失われていったのかを明らかにしていく。

| Outline of Final Research Achievements |
As a part of a comprehensive understanding of the political structure of modern Japan, this study clarifies the process of the decisive loss of the logic of the responsible cabinet system from the integrated form of government under the prewar political system, focusing on the correlation between the political structure and colonial governance issues during the period of the united cabinet (1932-36) after the collapse of the party cabinet system. This will allow us to analyze the position of colonial issues in modern Japanese political history and to develop a "history of imperial politics" that bridges the gap between political history and colonial studies. Specifically, I will focus on the Takumusho, which was established as the controlling authority for the colonies. As a result of the difficulty of integrating the Takumusho, it will be elucidated that the cabinet of the ruling coalition aimed to establish a colonial governance system different from that of the responsible cabinet.

本研究の学術的意義は、これまで個別の分野からそれぞれ進展してきた、1920年代から1930年代における政党内閣制の展開、植民地統治、国際協調の三者間における相関関係を明らかにすることにある。拓務省の分析は、外交、政治、経済、国際関係など、隣接諸分野に波及し得る広い射程を持つものである。本研究は、こうした現状を打開し、相互理解を深め得る点において意義をもつ。さらに、本研究課題の目標である、植民地領域が日本国内の政治状況に及ぼした影響について明らかにし得たことは、1930年代における陸軍の政治的台頭過程への新たな理解を示す点において重要な意味を持つ。
