日本の高齢者・障害者施策に関する住宅の課題に対して、住環境の整備を社会的共通資本として捉え、経済学、障害学とも連携し、それを保障するために必要な制度や組織と、それを実践可能にするためのインフラストラクチャーの整備を総合的に考えることで、都市計画の中で住宅政策を効率的、効果的に構築していくための基礎的研究を行う。特にイギリスのコミュニティ・ケア改革を背景としたアクセシブルな住宅設計基準およびインクルーシブな地域構築の考え方と、アフォーダブルな住宅の提供を義務づけるロンドンの戦略目標などを調査し、日本との比較から、都市計画、都市政策として医療・福祉制度と住環境を総合的に捉えた住宅政策を示す。

| Outline of Final Research Achievements |
The background and current status of accessible housing design standards and inclusive neighbourhood development guidelines in the UK and the development of inclusive living environments based on them were investigated through documents and other sources.In addition, the current state of the regulatory and institutional systems and actual town planning in London to achieve accessible or affordable housing and inclusive design in the housing policy of the Urban Strategic Plan was investigated through interviews and site visits in the field. They confirmed the importance of inclusive design being formally enshrined in the London Plan and the effectiveness of access consultants as an informal institution in this context.

| Academic Significance and Societal Importance of the Research Achievements |
高齢者・障害者の社会的包摂に必須のアクセシブルでアダプタブル、かつアフォーダブルな住宅と住環境の整備は重要な課題である。そのために、住宅と住環境の安定的かつ持続的な供給を目指し、これを教育、医療・介護等の制度資本の充実と共に生活基盤となる社会的共通資本の整備として捉え、日本の地域包括ケアシステムや住宅セーフティーネット制度等とアクセシブルな住環境というインフラストラクチャーを関連付けることで、都市政策および都市計画において、それらを総合的に捉えた住宅政策を構築していくための基礎的調査として、本研究を行った。
