Outline of Research at the Start

本研究は、「被災者対支援者」という非対称な関係が強調されがちなトップダウン型・フォーマルな領域に対し、災害時に草の根的に現われる人々の力の分析を通じ、災害時におけるボトムアップ理論を構築することを目的とし、研究を行う。目的の達成のため、国内外における災害時に自然発生的に立ち上がる人々やその組織化を対象とし、国内の事例研究、複数の被災地・未災地でのアクションリサーチ、アメリカと日本の違いに着目した国際比較、シミュレーションおよび全研究を総合する理論研究を行うものである。

Outline of Annual Research Achievements

◯本年度の研究（5年目）
本年度は、各研究を総合する研究5を各研究の成果をもとに進めるともに、住民への成果発信・能登半島地震での実践による成果還元を積極的に行った。具体的には、研究5においては、防災意識と行動の乖離に着目し、国内外の利他行動、支援、防災行動に関する理論を総合し、「ボトムアップ理論」の理論研究を行った。国際比較からは、善意のもとで進められる防災の一方で不可視化されやすい課題（例 障害者）が日本で強調される防災用語（例 防災意識）が脱政治化して用いられることに起因する可能性を指摘した。
◯研究期間全体
災害時に草の根的に現われる人々の力の分析を通じ、災害時におけるボトムアップ理論を構築することを目的とし、研究を行った。研究全体を通して、複数の被災コミュニティにおける住民のボトムアップ理論を構築するために次の5つの研究を実施、推進した。研究1では主に、災害前でのコミュニティにおける新たなハザードマップの作成、テキストマイニングによる語られない防災用語の抽出、要配慮者の避難・災害ボランティアの受け入れについてのアクションリサーチ、研究2では、災害後のコミュニティにおける草の根的な組織の組織論的分析、参与観察による日常の想起と災害の風化の分析、被災後の集合的外傷における「配慮」の概念の提示を行った。さらに研究3では、文献調査から日本の「防災意識」の特異性の抽出、災害時のソーシャル・キャピタルと集合的外傷の比較、パンデミック下の日米の事業者の事業継続戦略の違いを明らかにした。研究4では、災害後の支援者の秩序／遊動化の違いを踏まえたモデル作成を行った。研究5では、研究の総合・理論化として、防災行動のナヴィゲートモデル、生態学的アプローチのモデルを提示した。さらに、フィールドへの還元として、複数の被災コミュニティとの連携実践、地域防災連続セミナーなどを行った。
