In this research, we have considered the possibilities of formulation of the comprehensive social indicator for interregional comparison by network analytical method, namely, network DEA model, which can deal with intermediate products. Moreover, we have derived necessary and sufficient conditions for the existence of the subclasses of non-deterministic sequential decision processes, strongly representing a given non-deterministic discrete decision process. From these results, we can clear up issues to be taken into account in formulation of the comprehensive social indicator for interregional comparison of the regional revitalization problem by network DEA.
