Research Abstract |
In March 2010, the Ministry of Foreign Affairs and the academic persons committee released the reports about secret agreements concerning security treaty revision of 1960 and Okinawa reversion negotiations in 1969. But, by these reports, the secret agreement issues over the prior consultation system were not cleared yet. In this study, I got following three conclusions from the analysis of the Japan-U.S. official documents. Primarily, a port of the nuclear-armed warship ship was not objects of the prior consultation, as Minister of Foreign Affairs Aiichiro Fujiyama understood it orally. Second, the Korean minutes were made as a further exception of "the Records of the Discussion". Third, the main end of the Okinawa reversion for the U.S. side was the expansion of Japanese base use by the U.S. Forces in Japan.
