The project of facilitating support for foster families enabled local governments to consign the assistance of foster parents, which used to be the operation exclusively assigned to Child Guidance Offices, to the private sector. In many cases, however, the governments still partly cosign the operation, or Child Guidance Offices directly operate the project. The project is authorized to local governments, including and limited to prefectures and cities designated by government ordinance. And, although the governments started to cosign the operation to nurseries, children’s care facilities, Child/Family Support Center, NPOs and association of foster parents. Therefore, in this research, I first constructed the types of models by operator, such as the child guidance office type, the facility type, the foster parent type and the local organization type. Then, following to and based on the results from interview surveys, I examined the characteristics and problems of respective model.
