We have developed the multi-functionalized Ni-Zn hydroxyl double salt as a heterogeneous catalystfor CO_2 fixation reaction into epoxides. The isolated Zn^<2+> cation located on Ni(OH)_2 brucite sheet canact as a Lewis acid site to activate epoxide molecule. Intercalation of ethoxide anion as a Lewis baseinto NiZn interlayer was also carried out. The obtained EtO^-/NiZn can promote the above reactioneffectively under 1 atm of CO_2. It can be said that the EtO^-/NiZn has two functions such as Lewis acidityand Lewis basicity on its matrix.
