Outline of Research at the Start	EBPM（エビデンスに基づく政策立案）では、政策の効果を測定するインパクト評価が不可欠である。そのためには、予め政策効果に関する因果関係（「ロジックモデル」という。）を構築しておき、それがデータによって裏付けられるかどうかを検証する。現実の政策手段は多種多様であるため、それぞれの政策手段に対応したロジックモデルが描けるはずであるが、そもそも自治体行政にどのような種類の政策手段が存在するかの詳細は学術的に未解明である。そこで本研究では、自治体行政における政策手段の分類体系を構築する。本研究によって、EBPMに関する研究が進展するともに、行政実務におけるロジックモデルの作成・活用が促進される。
