Outline of Research at the Start	本研究は、行政の冗長性（redundancy）の概念に注目し、同概念を援用することによって地方教育行政の複層性・重層性の役割や意義を考究することを目的とする。これにより、人口減少社会における条件不利地域の限られた教育リソースの活用や行政能力の補完のあり方について新たな示唆を得ると同時に、地方教育行政の組織体制の再編の動向に対して知見を示すことが期待できる。もともと冗長性は、信頼性工学や情報理論において用いられてきた概念であり、システムの機能不全を想定した予備システムを多重的に用意している状態を指す。本研究は、冗長性を鍵概念として今後の地方教育行政の在り方を考究するものである。
