Outline of Research at the Start	本研究は日本の問題点を整理・概括した後、フランスにおける近年の歴史的環境保全制度の統合による国と地方との連携・住民参加の推進について、2016年のLCAP法による注目すべき遺産的敷地(SPR)を対象とし、従前の制度の継続状況と新設状況を鑑みながら、全国の動向を把握した上で、代表事例における運用実態及び都市保全の実効性を明らかにすることを目的とする。その後、日本の制度へ政策提言を行う。
