本邦の大規模催事や大規模集客施設における医療の質の向上を目指すために、
1．あらゆる催事や大規模施設を網羅した適切な医療提供基準の策定に必要な項目の検討
2．「医療者の負担軽減」と「医療の質の担保」を両立させる医療救護のあり方の検討（多職種連携、画像、通信などを含めて）
3．催事企画段階からの医療救護計画に関する啓発・教育・予算確保を主催者・施設管理者に意識づける方策の検討
に焦点を絞る。
