本研究では、これまでの自治体の財政制度における「価格付け」（制度・政策における価格設定）が、自治体および住民の行動をいかに誘導し、その結果、財政の持続可能性にどのような影響を及ぼしてきたのかを、理論的・実証的分析を通じて検証するとともに、その結果から、現在の行政サービスを保ちながら今後の財政の持続可能性を高める方策を、適正な「価格付け」の視点で提案する。

| Outline of Final Research Achievements |
This study examined the impact of regional differences arising from systems and environments, as well as national policy changes, on the fiscal burden through changes in the prices of elements necessary for implementing local public policies. It also investigated the impact of changes in the prices of goods supplied by public or private sectors due to municipal policies, on residents' behavior. In policies related to infrastructure and urban development, education, social security, municipal cooperation, and fiscal rule formulation, this study demonstrated that factors within the system can set prices at inefficient levels that threaten fiscal sustainability. These findings provide implications for the direction of future system chang.

| Academic Significance and Societal Importance of the Research Achievements |
高齢化社会を迎えた日本での、今後の厳しい財政状況が見込まれる中、持続可能な公共サービスの提供のために、地方自治体が関わる様々な価格に関する環境や財政制度の在り方を検証した本研究は、以下の学術的意義と社会的意義がある。学術的意義として、環境や制度の変化だけでなく他の経済主体との関係を詳細にデータ化し、新たな手法も取り入れて分析を行ったことで、複数の国内外の査読誌や専門雑誌へ論文が掲載された。また研究をまとめた専門書も発行した。複数の分野での分析結果を通じて、政策・制度の変更を提言できたことは社会的意義も持つ。
