本研究の目的は、「一帯一路」とは何かという根源的な疑問に対する解答の追求であり、特に「一帯一路」はなぜ提唱され、どのように発展・展開してきたのかを明らかにすることである。 「一帯一路」に関する研究は、様々な分野から数多く進められているが、そもそも「『一帯一路』とは何か?」という問いに対し、研究者の 間で必ずしもコンセンサスが得られているとは言い難い。 このような課題を克服すべく、本研究では認識・政策・秩序の3つの視点を重視し、「一帯一路」の形成および展開の過程とその要因とを明 らかにする。このことを通して「『一帯一路』とは何か?」という問いに対し、国際関係論の枠組みから新たな答えを提示する。

| Outline of Final Research Achievements |
The Belt and Road Initiative that China has been working on was not a simple, mega-economic initiative, but a complex project that has a geopolitical role. It was not a perfect project that was completed from the beginning, but the content also changed as it influenced various factors both inside and outside the country. However, this aspect has become difficult to understand due to the Chinese propaganda and the assumptions of the analyzing parties, so we conducted a detailed study based on a survey of the actual situation. As a result, the Belt and Road were not unilaterally changed, but both had an impact on the international order, and were subject to a progressive transformation. The mechanism of this change is difficult to explain in previous theories of international relations, and it has now become possible to explore historical knowledge and new theories.

| Academic Significance and Societal Importance of the Research Achievements |
「一帯一路」は、変化し続け、概要さえ捉えづらく、先行研究は分野ごとにバラバラに現象を記述するにとどまりがちであった。この共同研究は、一つの分野にとどまらず、国際関係理論研究と歴史研究の相互参照を含め、包括的で多面的な分析を行った。特に、伝統的に重視されてきた国際秩序の変動は、「一帯一路」とは別々に議論されてきたが、本研究はこれら二つが連動するメカニズムに焦点を当てることにより、「一帯一路」の見え方がアクターによって異なるといった状況を生み出した因果関係を推定し、国際秩序の変動をめぐる研究に新たな局面を切り拓いた。この研究の社会的意義は、中国や国際社会の見え方を改善したことと言える。
